I am an associate professor and hold the Barton Chair at the Norman Paterson School of International Affairs. My past research has focused on Canadian defence policy and procurement, Canadian defence governance and civil-military relations, and Canada-United States defence relations. My current research examines executive power and legislative-executive relations in Westminster states, with a particular focus on foreign and defence affairs. In addition, I have an on going research interest in the Crown, Parliament, and their relationship in the Canadian constitution. I am also a Senior Associate Fellow with the Royal United Services Institute and a Fellow with the Canadian Global Affairs Institute.
In addition to my academic work, I served as a member of the Independent Review Panel for Defence Acquisition (2015-2022) and as a member of the Independent Review Panel of the evaluation of options to replace Canada’s CF-18 fighter aircraft (2012-0214). I have also served as a consultant for government and the private sector.
I write two Substacks:
Debating Canadian Defence (commentary on Canadian defence affairs)
In Defence of Westminster (commentary on political constitutional issues)
